Sratching a horse from a race.

Hello all,could anyone tell me what the rules for scratching a horse from a race now are?I thought you got some of your entry fee back if you scratch,but when i click the scratch link it says no refund will be paid?
Have i missed a rule change as i cant remember seeing anything about a change.

If you scratch a horse prior to the race field being listed, you get 75% of your entry back.

If you scratch a horse after the race has been listed, you lose all of your entry.
