Changes to Graded 3 Stakes Racing

In addition to the Open Grade 3 Stakes races we will slowly roll in restricted Grade 3 races. non winners of XXX for season. That way good horses can't continue to pound the Grade 3 horses and need to move up. This will also allow room for horses with fewer runs to earn points and still get a shot end of season. I will start creating new programming to give weight penalties on wins for Grade 3 stakes races...not all of them. Just a better mix and options. Look for changes on the race schedule
